A cover letter is a one-page business letter that is submitted alongside your resume when applying for a job. It is a piece of persuasive writing and will aim to convey to the employer why you are the perfect fit for the role.
Whether or not you need a cover letter is a simple question to answer. If your potential employer or institution specifically asks you for one, then yes, you should include this.
However, It still may be a good idea to include one, especially from a high schoolers standpoint. A cover letter is an opportunity for you to explain anything to a potential employer that they may need to know about you that doesn't fit into the standard resume. In addition, it is a way to give them more information if you lack experience in your resume.
It is recommended that your resume and cover letter be in the same format.
